Can retail investors apply for an OFS below the cut-off price?

No, retail investors cannot apply for an OFS below the cut-off price. According to  NSE (PDF) and BSE (WEB) circulars, retail investors are only allowed to place bids at the cut-off price or higher in an OFS.
